Senator Gloria Orwoba exposes Alfred Mutua, Labour Cabinet Secretary, accusing him of covering up complaints against fraudulent employment agencies that have been taking advantage of desperate young Kenyans. Senator Orwoba rejected a demand for retraction and apology from the agencies, calling their claims dishonest and without any real basis.

She pointed out that CS Mutua’s affidavit in support of the accused agencies is full of lies and clear attempts to mislead the public. Senator Orwoba identified two major lies in Mutua’s affidavit.

First, Mutua claimed that no complaints had been filed with the Ministry of Labour about the agencies’ behaviour. Orwoba firmly dismissed this, explaining that her office had already raised these issues formally long before any lawsuits from the agencies appeared.

Second, Mutua swore that no individual had come forward to complain about fraud by the listed agencies. Senator Orwoba exposed this as another falsehood, pointing out that many Kenyans had lodged complaints with the ministry, and her office had officially submitted a letter on 18 March 2025 highlighting the grievances from job seekers. The senator revealed that in the letter, she demanded that job seekers from Bobasi Constituency be fully refunded. Hundreds of young Kenyans, she said, were conned into paying fees for fake jobs abroad.

Despite repeated efforts to seek updates from the National Employment Authority (NEA), there was no response. In the letter, Orwoba highlighted three main issues: the lack of clear information on available jobs, poor communication from NEA officials, and confusion over travel plans. These failures, she said, caused financial losses and emotional suffering among job seekers. Senator Orwoba heavily questioned how the Ministry of Labour, under Alfred Mutua, could swear under oath that no complaints were ever received when her office had officially submitted such grievances.

She directly accused CS Mutua of trying to hide the wrongdoings of these agencies by presenting lies to the courts and to the public. She insisted that the allegations she raised were based on real experiences from affected Kenyans and accused the ministry of being part of a bigger cover-up to protect the agencies from punishment.

Senator Orwoba did not stop there. She said the real reason behind the agencies’ push for her apology was simply to silence her. However, she promised not to back down, stressing that she was fighting for young Kenyans whose dreams were destroyed by fraudsters operating under the ministry’s nose.

On 28 March 2025, Orwoba escalated her calls by demanding the immediate dismissal and investigation of CS Mutua. She said that credible reports had emerged showing corruption, theft of public funds, and gross misconduct within the Ministry of Labour and Social Protection.

The senator also exposed several agencies, such as Bluewave Agency, DRA Agency, Epic Manpower, Global Face Human Resource, Iceberg Agency, Mallow Smart Hires, Monisa Agency, Shakale Agency, and Workstar Agency, as some of the main culprits taking money from Kenyans and failing to deliver promised jobs. More worrying, according to her, was that these agencies were operating under the umbrella of a group led by Moses Mbithi, who she claimed is the brother of CS Mutua.

This revelation painted an even darker picture of deep family ties to the fraud networks.

Senator Orwoba referred to police reports showing thousands of cases where Kenyans paid for medical tests, administrative fees, and agency charges, only to be abandoned with no jobs. She specifically pointed to two lies in Mutua’s affidavit: first, that no complaints had ever been received, and second, that everyone who lost money was refunded.

She flatly rejected both claims and produced evidence, especially from the Bobasi Diaspora Jobs Programme, showing that fees were collected without any employment being secured.

Through her 18 March 2025 letter, Senator Orwoba demanded full refunds for the Bobasi job seekers and highlighted the agencies’ ongoing fraud under the NEA’s watch. She warned that these agencies are still preying on young Kenyans by collecting money and offering fake promises of overseas jobs that never come true.

Senator Orwoba’s bold stand has exposed what appears to be a huge rot within the Ministry of Labour, placing Alfred Mutua at the centre of a growing scandal that cannot simply be ignored.
