Activist Francis Awino has written to the Independent Electoral and Boundaries Commission (IEBC) seeking access to detailed information on electoral venues, the national tallying centre and voter-identification arrangements for the next General Election.

In a letter dated September 16, 2026, and addressed to the IEBC Information Access Officer, Commission Secretary and Chief Executive Officer, Awino made the request under Article 35(1)(a) of the Constitution of Kenya, 2010, and Sections 4, 7, 8 and 9 of the Access to Information Act, 2016. The letter was received by the IEBC on September 18, 2026.

Awino is seeking the most current complete list or register of polling stations designated, approved, proposed or under consideration for use in the next General Election.

The requested information includes the official name and code of each polling station, its county, constituency and ward, registration centre, physical location and geographical coordinates. He is also seeking information on the institutions hosting the polling stations, their accessibility and the dates on which they were designated, approved or last verified.

The request further covers the current list of constituency, county and national tallying centres, together with Gazette Notices, public notices, schedules, maps, datasets and other records concerning the designation, relocation, addition, deletion or alteration of electoral venues.

Awino is also asking the electoral commission to provide its current policies, guidelines, manuals and standard operating procedures governing the selection and approval of polling stations and tallying centres, geospatial mapping, accessibility assessments and public dissemination of electoral venue information.

On the national tallying process, the request seeks confirmation of whether a national tallying centre has been designated for the next General Election and, if so, details of its location, geographical coordinates, date and legal basis for designation.

He is further seeking documents governing the receipt and custody of constituency results and electoral materials, the comparison, verification and aggregation of Forms 34A, 34B and 34C, the handling of discrepancies and the role and access of candidates, political parties, agents, observers, the media and the public.

The request also covers voter identification and verification, including the current biometric voter-identification protocol and alternative procedures where biometric verification fails, devices malfunction, connectivity problems arise or a voter has a legitimate difficulty affecting biometric verification.

Awino wants access to records concerning the public verification of the Register of Voters and biometric data, including the programme, timetable, access locations, reconciliation process and public-notification arrangements.

He has requested that the information be supplied electronically in searchable PDF format or, where applicable, in machine-readable formats such as CSV, XLSX, GeoJSON or KML.

Where any requested information is withheld or redacted, Awino has asked the IEBC to identify the specific information withheld, the legal basis for the decision and provide reasons for the refusal. He has also asked the commission to provide any reasonably severable non-exempt information.
